is going to give and what his client's not going to give. we all know john boehner. john boehner's a deal maker. i didn't -- i liked him personally, but i never trusted him in congress because, you know, he liked making deals. that's what we need right now. the president can only push him so far. or he loses his caucus. and this is not about john boehner kicking and screaming. this is about him knowing what he can deliver. >> i understand that. john boehner has, and eric cantor and a paul ryan problem, he's got to keep them on board as his key guys. he can only go so far. i would guess that they're the ones holding the pen when he wrote, "i will not raise rates" in that letter he sent to president obama. but the problem is, we can agree or disagree with the president's position. i honestly take the president at his word. i do not believe there will be a deal here without some increase in tax rates for the top 2%. it doesn't have to be all of it, but some of it. i think the president has changed his tune a bit from the way he's handled some of these other negotiations. and take everything

from john boehner, i am flabbergasted by the budget which they put forward, which is basically paul ryan's budget right? >> more or less. i mean it's basically a repeat. they come up with revenues but they won't touch tax rates, and they don't really say how they get the revenues. they would get it from what they call loopholes, deductions. they don't specify where it would come from, so really it's a combination of the ryan budget, and what romney -- governor romney began to say toward the end of the election when he was worried a they were being tabbed as the party of the very wealthy, so he said well, we won't lower taxes on the very wealthy, because we'll get ahold of loop holds and deductions but they never said what they were and they continue to evade. but mainly they evade the basic question, are we going to keep the high income tax breaks or are we not? and if they insist on keeping them, they are going to take themselves and the country over the cliff. >> stephanie: uh-huh. this is -- we have been saying -- i don't think this is fooling anybody. th

of the republican party, that's in the hands of john boehner and the policies that he's negotiating with president obama over the next two years before there's another presidential election that begins. the republican party is going to be looking to john boehner to carry its flag. >> well, if boehner is carry the flag, kristen, today his counter proposal said we're going to protect the rich, not give a tax cut, and he put social security and cutbacks and entitlements and seniors on the table. how is that going to help them when all polls show that americans overwhelmingly won't support that. >> i disagree about all polls showing that. i think you've got a lot of folks concerned about the solvency of the entitlement programs. let's take a look. let's not leave anything off the table in terms of looking at both medicare and medicaid and social security. you also have the question of is there a way for you to increase revenue, even if it's revenue that is primarily coming from the wealthiest americans without changing the rates themselves. i think that's what republicans are trying to do with this mo

that president obama had a lengthy phone call with house gop leader, the speaker, john boehner. dan lothian is at the white house. dan, what do you know? >> reporter: well, this is the second phone conversation now that the president has had with speaker boehner with regards to the fiscal cliff. this call, according to a source familiar with it, told me it lasted for 28 minutes. this official saying it was hardly short or curt, as had been reported by some news outlets. and my colleague, jessica yellen, heard from another source that said that the president told speaker boehner that he felt that rates had to go up on wealthy americans and that there would be no deal without that. so clearly, there is still some distance between the two sides here. the president believing that wealthy americans need to pay more. those bush era tax cuts should not extend for them. republicans believing that all americans should benefit from those tax cuts, and that now you should put en titlements on the table. of as we see, the officials from the white house going up to capitol hill today, treasury secretary
